The primary responsibility of the Director of Talent Acquisition and Employee Services is to work as part of the District leadership team focused on the mission and goals of the District and to lead the human resources team in recruiting, hiring, training, and retaining quality employees to support the mission. The position is designed for the purpose of managing assigned operations in accordance with District policies; providing information to the Board, superintendent, staff, and the public; ensuring compliance to established policies, procedures, and/or codes; and addressing a variety of administrative needs and processes. Essential Functions include: Administers a wide variety of personnel policies and employment agreements (e.g., orientation, labor, and employment contracts, compensation schedules); Collaborates with the Office of Financial Services for the purpose of the development and management of the personnel budgets; Collaborates with internal and external personnel (e.g., other leaders, auditors, agencies) for the purpose of implementing and/or maintaining services and programs including substitute personnel; Coordinates the recruitment process (e.g., advertising vacancies, screening applicants, making recommendations for hire, new employee orientations); Directs department operations; the maintenance of services and the implementation of new programs and/or processes; Directs the staff performance evaluation process and applicable evaluation forms; Facilitates meetings, workshops, seminars, etc. (e.g., personnel actions, financial procedures, regulatory requirements, actions involving outside agencies); Investigates grievances and/or complaints from employees (e.g., sexual harassment, pay, and/or assignment disputes) for the purpose of reaching resolutions that provide a healthy work environment; Maintains manual and electronic documents, files, and records (vacancy announcements, applicant tracking, website, and social media sites); Maintains personnel records; Monitors a variety of processes (e.g., posting process, interview protocols, substitute placement, new employee orientations, unemployment claims);Oversees a variety of personnel systems (e.g., recruitment, selection, hiring); Oversees the District’s Employee Wellness Program; Participates in meetings, workshops, job fairs, and seminars; Participates in the interest-based bargaining processes; Performs personnel administrative functions; Prepares a wide variety of complex written materials; Provides training to District administration; Recommends policies, procedures, and/or actions; Researches information required to manage assignments including reviewing relevant policies, current practices, staffing requirements, financial resources, etc.; Responds to written and verbal inquiries from a variety of internal and external sources; Reviews requests/applications from employees for donated days and serves as the liaison for the District's General Leave Bank program and Supervises the accurate preparation and timely submission of state and federal reports.
Licensing/Credential and/or Education Requirements: Valid Arizona certificated administrative credential preferred. Master’s degree in human resources, public administration, educational leadership, or related field preferred. Minimum of 3 years of successful experience at a managerial level or above in the field of human resources. Arizona Fingerprint Clearance Card. Annual salary : $88,773 DOE
