Job Summary

Information Technology Services (ITS) at the MCCCD is looking for a strategic and technically savvy Data Governance Manager to lead the District's enterprise data governance program while also serving as a senior steward for critical data domains. While establishing governance policies, standards, stewardship practices, quality controls, and accountability models, you will directly influence trust, consistency, security, and appropriate use of enterprise data across academic, student, administrative, and operational functions.

This position combines program leadership, cross-functional governance, and hands-on data stewardship.The Data Governance Manager works closely with Information Technology Services, Institutional Research, analytics teams, functional leaders, application owners, and security/privacy stakeholders to define how data is governed, documented, protected, and used across the District. The role is prime for someone who understands the importance and interrelatedness of student and employee data protections, public-records requirements, and enterprise technology governance.

Essential Functions

30% - Enterprise Data Governance Leadership

- Lead the design, implementation, and continuous improvement of the District's enterprise data governance framework
- Define governance policies, standards, procedures, and operating models for data quality, data ownership, access, lifecycle management, metadata, lineage, retention, and appropriate use of data
- Establish governance structures such as data councils, stewardship forums, issue escalation paths, and decision-making processes
- Partner with District and college stakeholders to clarify roles and accountability for enterprise data assets
- Promote a culture in which data is managed as a shared institutional asset supporting student, academic, operational, and executive decision-making

25% - Program Operations and Team Leadership

- Plan, organize, assign, supervise, review, and evaluate the work of staff
- Identify training needs and opportunities, support professional growth activities and encourage team members to use MCCCD funds to seek out external training/conferences
- Manage governance workstreams, stewardship activities, issue logs, and roadmap priorities
- Track governance maturity, policy adoption, quality trends, and stewardship outcomes
- Contribute to broader technology governance and enterprise data strategy efforts within ITS and across the District, consistent with MCCCD's technology-governance direction

25% - Technical Governance and Stewardship

- Serve as a senior data steward for selected enterprise data domains, helping define business terms, critical data elements, quality rules, and approved usage standards
- Partner with data architects, engineers, analysts, and functional teams to ensure governance requirements are operationalized in systems, pipelines, models, and reporting assets
- Review data structures, definitions, metadata, and transformation logic to ensure alignment with governance expectations
- Support the development of data dictionaries, glossaries, stewardship workflows, and business-rule documentation
- Help identify, prioritize, and resolve data quality issues, definition conflicts, and cross-system inconsistencies

10% - Privacy, Security, and Compliance Alignment

- Work closely with privacy, cybersecurity, records, legal, and technology leadership to ensure governance practices align with District obligations related to information security, privacy, retention, and records accessibility
- Support governance controls for sensitive data domains, including student, employee, finance, and operational data
- Ensure stewardship and governance processes account for FERPA and related student-record requirements, employee data protections, and records-retention expectations for electronic information
- Help define standards for appropriate data access, classification, auditability, and responsible data sharing

10% - Stakeholder Engagement and Change Management

- Facilitate collaboration across colleges, District Office, IT, analytics, institutional research, and business functions to improve common understanding of enterprise data
- Lead working sessions to define common metrics, authoritative sources, stewardship responsibilities, and governance priorities
- Drive adoption of governance practices through communication, training, documentation, and process integration
- Translate complex technical and policy issues into clear, practical guidance for business and technical audiences
- Perform related duties as assigned

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in information systems, computer science, data management, business analytics, public administration, or a related field, and five (5) years of progressively responsible experience in data governance, data stewardship, analytics, data management, enterprise reporting, or related disciplines. Experience must include two (2) years leading governance initiatives, cross-functional data programs, or enterprise data quality efforts, and two (2) years leading projects, mentoring technical staff, or managing technical teams.

OR

An equivalent combination of the conferred degree, education, certification, and directly related full-time work experience as described above, sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

AND

Certified Data Management Professional (CDMP); Certified Data Governance Professional (CDGP); Certified Information Privacy Professional (CIPP)

Desired Qualifications

- Master's degree in Information Systems, Data Analytics, Business Administration, Public Administration, or a related field
- Experience in higher education, public sector, or similarly regulated and decentralized environments
- Experience working with student, academic, employee, finance, or operational data
- Experience with metadata, business glossary, lineage, data catalog, or data quality tools
- Experience partnering with data engineering, architecture, privacy, security, or institutional research teams
- Experience serving as a hands-on data steward or domain owner in addition to governance leadership
- One year of relevant full-time MCCCD experience during the previous two years

Special Working Conditions

- There is a mandatory minimum in-office expectation
- The selected candidate will need to reside in the Phoenix area or relocate within an agreed upon timeframe
- This role may involve after hours work and non-regular business hours.
- May be required to sit for a prolonged period of time; viewing a computer monitor.
- May be required to present in large meetings and sponsored events
- ITS does not sponsor individuals for any type of work visas
