Essential Functions

40% - Enterprise Data Architecture Leadership
Define and maintain the enterprise data architecture roadmap for the District, aligned with institutional priorities and long-term technology strategy.
Design scalable, secure, and maintainable architecture patterns for data ingestion, storage, transformation, integration, metadata, and consumption.
Establish standards for enterprise data modeling, master and reference data, data integration, lineage, interoperability, and reusable architecture components.
Guide architectural decisions for modern cloud-based data platforms, data warehouses, lake/lakehouse environments, and integration frameworks built on AWS.
Partner with application, infrastructure, cybersecurity, analytics, and governance teams to ensure data architecture aligns with enterprise technology direction and compliance obligations.

20% - AWS Data Platform Architecture
Architect and guide implementation of cloud-native data solutions using AWS services and best practices.
Lead the design of secure and scalable data pipelines and platform components across services such as S3, Glue, Lambda, IAM, Redshift, RDS, Athena, CloudWatch, Lake Formation, Step Functions, EventBridge, and related AWS-native tools, as appropriate to District needs.
Establish architecture standards for cloud security, role-based access, encryption, monitoring, disaster recovery, and cost optimization in AWS.
Provide technical leadership for modernization of legacy data environments into cloud-based platforms and services.

20% - Team Leadership and Management
Supervise, mentor, and develop a team of data architects, data engineers, and related technical staff.
Set team priorities, assign work, conduct performance management, hire/onboard new employees, and support professional development.
Create a high-performing team culture centered on service, accountability, documentation, technical rigor, and collaboration.
Balance strategic architecture responsibilities with practical delivery oversight and coaching.

10% - Solution Delivery and Stakeholder Engagement
Work with institutional leadership, IT leaders, analysts, and functional stakeholders to translate business and academic needs into architecture and platform solutions.
Lead architecture reviews and provide technical guidance across initiatives involving analytics, reporting, system integration, data enablement, and AI readiness.
Support delivery teams in designing and implementing data solutions that are stable, scalable, and aligned with enterprise standards.
Communicate architectural direction, tradeoffs, risks, and roadmap recommendations clearly to both technical and non-technical audiences.

10% - Operational Excellence
Promote best practices in documentation, architecture review, data lifecycle management, release readiness, supportability, and service continuity.
Evaluate emerging technologies and recommend tools, patterns, and platforms that improve Maricopa's ability to support academic, student, and business success.
Contribute to roadmap planning, standards development, vendor evaluation, and technology governance processes.
Lead, attend, participate in department/division/District meetings as appropriate.
Perform related duties as assigned.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in computer science, information systems, data engineering, software engineering, mathematics, or related field, and seven (7) years of progressively responsible experience in data architecture, data engineering, data platform design, or enterprise data management. Experience must include at least three (3) years designing and implementing cloud-based data platforms in AWS, and two (2) years leading projects, mentoring technical staff, or managing technical teams.

OR

An equivalent combination of the conferred degree, education, certification and directly related
full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

AND

Certification in enterprise architecture frameworks; AWS Certified Solutions Architect; AWS Certified Data Analytics; Certified Data Management Professional (CDMP)

Desired Qualifications

- Master's degree in Computer Science, Information Systems, Data Science, Engineering, Business Analytics, or a related field
- Experience performing a similar role in higher education, public sector, or other complex multi-entity environments
- Experience working with sensitive data domains such as student, employee, finance, or operational systems
- Experience with enterprise reporting, institutional analytics, data governance, or AI/data-readiness initiatives
- Experience modernizing on-premises or legacy data environments into cloud-native or hybrid architectures
- Experience supporting enterprise platforms that span multiple business units, colleges, or departments

Special Working Conditions

This is a hybrid role with a minimum in-office expectation
The selected candidate will need to reside in the Phoenix area or relocate within an agreed upon timeframe
This role may involve after hours work and non-regular business hours
May be required to sit for a prolonged period of time; viewing a computer monitor
May be required to present in large meetings and sponsored events
