Job Summary
The Procurement Analyst Senior reports to the Procurement Supervisor. This position serves as a subject matter expert in procuring and negotiating high-dollar district-wide contracts, purchase orders, change orders and claims, including major technology systems; and overseeing the procurement of a large functional area such as Furniture, Fixtures and Equipment, Media Advertising, Technology Hardware and Software or Construction.
Essential Functions
70% Negotiates and procures high-dollar district-wide contracts, purchase orders, change orders and claims for assigned commodities, such as, Major District-wide Employee Benefits packages, Software systems, IT equipment and networking infrastructure, Medical Equipment and Construction projects.
- Drafts invitations to bid, request for proposals and purchase contracts
- Identifies compliance issues and recommends corrective action
- Provides assistance to legal and other staff in resolving vendor grievances
- Procures goods and services of a highly technical nature or as part of a group of assigned commodities, such as media advertising or furniture, fixtures and equipment
- Leads cross-functional teams by coordinating procurement activities for assigned commodities
- Solicits bid proposals and analyzes quotes
- Reviews, selects or recommends suppliers based on established policy and processes
- Leads or chairs proposal evaluation processes for major district-wide purchases
- Responds to escalated issues and customer concerns
- Researches industry standards, trends, best practices and emerging technologies and makes recommendations for implementation
- Utilizing procurement software and tools to streamline processes and enhance data analysis
20% Contract Management
- Expedites contract issue resolution and deliveries of high-dollar, long lead-time equipment.
- Analyzes contracts; evaluates cost, quality and delivery; and monitors contract compliance.
10% Perform other duties as assigned
Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in business and/or public administration, supply chain management, finance, economics or related field and five (5) years of professional-level procurement, supply chain, and/or sourcing experience that includes procuring large volume goods and services, facilitating bid processes and negotiating contracts and responsibility for a functional area such as furniture, fixtures and equipment or media appropriate to assignment.

An equivalent combination of education and/or directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
Desired Qualifications
- Developing and implementing Procurement policies, procedures and standards and maintaining regulatory compliance in a Higher Education Procurement Environment
- Demonstrated proficiency with Enterprise Purchasing Software, Paperless online RFP/IFB software and Purchasing Card Programs in a Higher Education Procurement Environment
- Training, coaching and overseeing the development of Districtwide initiatives
- Exercising political acumen, tact and diplomacy including facilitating group discussions and building consensus using persuasive reasoning
- Reviewing research and implementing industry trends, solutions and best practice
- Interpreting and applying applicable laws, codes, regulations and standards

Special Requirements
Licenses, Registrations, or Certifications: Possession of a valid Arizona Class D Driver's License may be required for some assignments.
Preferred: Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Professional in Supply Management (CPSM), and/or Certified Purchasing Manager (CPM).

Positions in this class typically require: keying, talking, hearing, seeing and repetitive motions.
Sedentary Work: Exerting up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body.
