In this dynamic role, you'll serve as a vital link between employees, payroll, HR, benefits providers, and leave specialists, ensuring that benefit programs like disability, unpaid leave, qualifying life events, and flexible spending accounts run smoothly and in compliance with policies and laws.

Essential Functions
25% - Employee Inquiries, Appeals & Project Planning:
• Serves as the first tier for resolving inquiries via the benefits hotline/service inbox, drafts targeted employee communications, compiles documentation for benefit appeals, and actively participates in the planning and implementation phases of departmental projects and process improvements.
20% - Benefits & Payroll Modifications:
• Initiates, prepares, and submits updates for general benefit withholdings to ensure accurate payroll adjustments.
20% – Leave, Disability & Account Administration:
• Serves as the primary liaison for unpaid leaves of absence, evaluating employment status, calculating payroll premium arrears, and facilitating payment options.
• Administers unsubstantiated pre-tax spending account claims, short-term disability processes, and status reporting for leadership.
15% Offboarding & Status Transitions:
• Serves as the primary benefits approver in HCM for automated termination workflows, performs SSN verifications for annual 1095-C compliance, and year-end termination processes.
10% - Eligibility, Compliance & Records Verification:
• Manages Qualifying Life Events (QLEs) and validates employee benefit eligibility across coverage tiers.
• Processes dependent tuition waivers and completes official compliance verifications (including Medicare CMS L654 forms and Coordination of Benefits requests).
• Assists the ASRS administrator with pension eligibility. Manages active and former employee benefits records per Arizona record retention schedules.
10% - Departmental Assistance & Other Duties:
• Provides cross-functional support across all Employee Benefits programs and executes additional tasks or projects as assigned.
Minimum Qualifications
Bachelor's degree from a regionally accredited institution and two (2) years of work experience in human resources, which includes the administration, analyses, and/or support of employee benefits projects, programs, and/or initiatives.
OR
An equivalent combination of the education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
Desired Qualifications
3+ years of directly related experience in employee benefits administration, HR generalist operations, or benefits compliance.
System/Software Experience: 2+ years of hands-on experience using Human Capital Management (HCM) systems (e.g., Enterprise HCM platforms like Workday, Oracle, or PeopleSoft) for payroll adjustments and lifecycle workflow processing.
Systems & Data Integrity: Expertise in navigating automated workflow approvals, maintaining database accuracy, and generating custom reporting/metrics.
Benefits & Payroll Integration: Strong working knowledge of pre-tax spending accounts (FSA/HSA), short-term disability, leaves of absence (LOA), and payroll withholding adjustments.
Familiarity with public retirement systems (e.g., ASRS pension eligibility) and state record retention guidelines (e.g., Arizona public record retention schedules).
