POSITION SUMMARY
Plan, direct and implement supports and services for all district students with disabilities needing education, preschool through 8th grade. Ensure a least restrictive environment, non-discrimination and observance of all district policies, procedures, and procedural safeguards in IDEA for students with disabilities and in compliance with federal and state expectations. To work in a partnership with staff to ensure compliance with Evaluation/IEP timelines, deadlines, and required components. To support the mission of the district goals, procedures, and policies in the best interest of the students by professionally carrying out assigned duties and participating in the improvement and refinement of related areas.

REQUIRED QUALIFICATONS:
▪ Must have a valid Arizona Supervisor and Special Education Certificate.
▪ Must have the authorization to work in the United States as defined by the Immigration
Reform Act of 1986.
▪ Must meet all ESSA (Highly Qualified) qualifications.
▪ Three years teaching special education services preferred.
▪ Three years of related administrative experience preferred.
▪ Knowledge of recent laws, judicial decisions/trends affecting special education preferred.
▪ Valid IVP Fingerprint Clearance Card for educators through The Arizona Department of Education

▪ Develops and implements district policies and procedures for screening, referral, evaluation, placement, services and legal processes for students with disabilities, preschool – 8th grade.
▪ Ensure all special education services and related services for students in accordance with ADE, IDEA, ESEA, Section 504 of the Rehabilitation Act, F.E.R.P.A., Arizona’s State Statutes, Rules and Regulations and judicial decisions are followed.
▪ Identifies, plans, and recommends services, policies, goals and objectives to meet the needs of all district students with disabilities.
▪ Consults with district personnel to coordinate efforts and services with district strategic plan and goals.

Governing Board Approved:
▪ Collaborate with HR to recruit, recommend and transfer staff to best meet the needs of students with disabilities.
▪ Plans and provides in-service training and professional development opportunities to staff and administrators pertaining to the field of special education; conducts department meetings as necessary.
▪ Provides input, presents, and manages the special services M&O budget and federal funds budget to appropriate personnel; requisitions instructional aids, supplies and capital outlay as needed for the implementation of programs.
▪ Collaborates with transportation in the management of students with disabilities on school vehicles.
▪ Functions as the district liaison for community groups, ADE Special Education Department, State Board of Education Special Education Advisory Council and other agencies on matters pertaining to education of students with disabilities.
▪ Attends and participates in Governing Board and other district leadership meetings.
▪ Collaborates with Building Administrators, related service contracted providers, and office personnel to ensure Individual Education Plans (IEPs) and Multidisciplinary Educational Team meetings (METs) are held within federal and state timelines.
▪ Oversee maintenance of active files, archived files, and destruction of confidential student Special Education and Cumulative files, ensuring FERPA is followed by those directly handling the files.
▪ Maintain an open line of communication with the parents/guardians and community support resources to ensure wrap-around services for children with disabilities.
▪ Ensure that October 1 Count is correct and free of reconciliation errors and Safe Schools Reports are uploaded to Arizona Department of Education (ADE) prior to deadlines.
▪ Act as Alternate Assessment test coordinator (MSAA). Oversee submission of student lists and assessment data.
▪ Administers and monitors all aspects of the Voucher System through ADE.
▪ Collaborate with preschool programs that aid and assist the District with Child Find Activities.
▪ Oversee and monitors academic programs for students placed in separate day schools to include but not limited to writing IEPs and METs and holding meetings at the site with the students’ teams in a timely manner.
▪ Monitors ADE website to ensure compliance with state requirements related to Vouchers and Alternate Assessment coordination and training of test administers, Year-End reports, and grants management.
▪ Prepares all proposals for Contracted Service providers to present to the CFO, which includes securing quotes or documented Save Contract information to legally contract for related service providers and school psychologist. Submits annual requisitions for contracted services, proposed budget for separate day schools, and reimbursement of parents/guardians that transport their children to separate day schools by working in collaboration with CFO.
▪ In collaboration with the building principal prepares and submits the proposal of student placement for next year.
▪ Notifies parents/guardians by letter of teacher concerns for their child’s academic, vision, or hearing delays once 45-Day Screening documents are submitted to ESS Office. Returns evidence of actions taken to building secretaries for student cumulative files.
▪ Confers and provides professional development to ESS staff on curriculum, electronic IEP/MET system, Response to Intervention (RTI), executive functions of students, proper maintenance of files, overview of duties, federal and state timelines.
▪ Develops and implements parent/guardian support activities.
▪ Attends appropriate county, Tribal, State and area meetings and/or conferences.
▪ Prepares all required reports and maintains all appropriate records.
▪ Maintains Time and Effort documentation of all ESS office personnel.
▪ Understands and can interpret testing results in all areas of evaluations necessary for eligibility determination (i.e. general intelligence, academic achievement, communication, adaptive, sensory and motor functions, Autism Rating Scales, Behavior Rating Scales, Battelle, DIAL 4, Ages and Stages Questionnaire, etc.).
▪ Collaborate monthly and more often, if necessary, with San Tan Intensive School-Based behavioral program personnel regarding the students they serve.
▪ Performs other duties as assigned.
