Job Summary

The HR Program Administrator plays a central role in supporting employees through important moments in their employment journey. In this role, you'll manage the full lifecycle of leave of absence and accommodation requests, from initial inquiry through accommodation implimentation and return to work, ensuring the process is compliant, consistent, and people-centered. As a subject matter expert, the HR Program Administrator will lead interactive discussions, navigate complex situations, and ensure alignment with all applicable laws and policies.
To be successful in this role, you should possess the ability to prepare, track, and manage leaves and accommodation requests (focusing on FMLA & ADA) in a fast-paced, high-volume setting while providing superb customer service. Essential Functions
40% - Leave and Accommodation Case Management:
• Manages the full lifecycle of leave and accommodation cases, including intake, eligibility review, determination, and return-to-work coordination across FMLA, medical, military, and related programs
• Reviews medical documentation, facilitates the interactive process as the organization's ADA representative, and guides employees and applicants through requirements and outcomes
• This work is conducted in person and virtually and includes interactive meetings, coordination, and direct collaboration with supervisors and partners
• Serves as the primary liaison and record keeper, ensuring accurate tracking, documentation, and communication throughout each case
30% - Employee Consultation, Communication, Training, and Issue Resolution:
• Provides consultation, guidance, and subject matter expertise to employees, applicants, supervisors, and HR partners on leave and accommodation processes
• Explains options, requirements, and documentation
• Responds to inquiries
• Resolves complex or escalated issues
• May deliver training and informational sessions on policies and compliance expectations
• Work is performed both virtually and in person, including meetings to address sensitive situations and support effective resolution
20% - Compliance, Documentation, and Regulatory Oversight:
• Ensures all activities comply with FMLA, ADA, HIPAA, and applicable policies by maintaining accurate, complete, and confidential records and overseeing proper documentation workflows
• Generates required notices, including eligibility and designation letters, and ensures materials and records meet legal and organizational standards
• Monitors regulatory changes, supports audits, and collaborates with HR, Legal, and Risk partners to maintain consistent compliance and documentation integrity
10% - Reporting, Systems, and Operational Coordination:
• Maintains and audits leave data within HCM systems
• Produces reports and analytics, and monitors leave activity, time reporting, and return-to-work timelines to ensure accuracy and alignment
• Investigates discrepancies and takes corrective action based on findings
• Coordinates with Benefits, Payroll, Risk, Legal, Compensation, and HR partners to provide updates and ensure operational alignment, with occasional in-person collaboration to review data and support decision-making
• Other duties as assigned
Minimum Qualifications
Bachelor's degree from a regionally accredited institution related to the area of assignment and five (5) years of work experience in a role related to the intended area of assignment.

An equivalent combination of education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
Desired Qualifications
• HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) or a certification in leave management (CLMS Certified Leave Management Specialist)
• Experience working across multiple jurisdictions, locations, or within a highly regulated environment, preferably in a public sector, higher education, or community college setting
• Experience administering FMLA and employer-sponsored leave of absence programs in compliance with applicable federal, state, and organizational regulations and guidelines
• Experience managing full cycle ADA cases, including coordination of reasonable accommodations in compliance with applicable federal, state, and organizational regulations and guidelines
• Experience using HRIS and/or leave management systems to administer and track leave and accommodations
• One year of full-time relevant MCCCD experience during the previous two years
Special Working Conditions
This position requires regular, on-site attendance during scheduled work hours. This position may be eligible for a hybrid work schedule. The role is primarily sedentary, involving prolonged periods of sitting at a workstation.
The job requires extensive computer use, including viewing a monitor, typing, and using a mouse, headset, or other input devices for the majority of the workday. Must be able to maintain sustained visual focus on a screen and perform repetitive hand and wrist movements. Work involves keyboarding, talking, hearing, seeing and repetitive motions. May require minimal physical exertion including occasional walking, standing, or lifting of light items such as files or office supplies.
Work is routinely performed in an indoor, office environment that includes: standard office lighting, moderate noise levels, and a climate-controlled setting. Some work may involve occasional outdoor environments with exposure to a variety of weather conditions, including rain, wind, dust, cold temperatures and extreme desert heat. Work may involve high internal and/or external visibility.
The Maricopa Community College District has functions that operate 24 hours per day, seven (7) days per week, 365 days per year. While a typical schedule consists of normal working hours during the week, due to the work associated with this classification, work during nights, weekends, holidays, or otherwise non-standard work times may occasionally be required. Work may involve travel to various locations throughout the District.
