Job Summary

Information Technology Services (ITS) at MCCCD is seeking a strategic PeopleSoft Financials ERP Principal to lead the functional direction and optimization of enterprise financial systems. This pivotal role serves as the primary functional subject-matter expert for the PeopleSoft 9.2 Financial Management System (FMS) and Oracle Enterprise Performance Management (EPM), acting as the bridge between finance business partners and technology teams to translate complex requirements into scalable ERP and EPM solutions.

This role owns the functional roadmap, configuration, and business process design for core financial modules, including General Ledger, Payables, Receivables, Asset Management, Budgeting, and Planning, ensuring systems support MCCCD's fiscal goals, compliance requirements, and evolving accounting practices. Additionally, this role influences decisions on system enhancements, PeopleSoft Update Manager (PUM) strategies, Fluid User Interface (Fluid UI) improvements, and integration design between PeopleSoft FMS and Oracle EPM, collaborating with key stakeholders to ensure successful delivery.

This is a high-impact opportunity for a seasoned ERP financials professional with deep PeopleSoft Financials (FMS) and/or Oracle EPM expertise to drive innovation, lead user adoption, and shape the future of financial operations at MCCCD through strategic system leadership, process standardization, and continuous improvement.

Essential Functions

30% - Strategic Leadership & Financial Systems Roadmap:

• Leads the functional strategy and roadmap for MCCCD's financial ecosystem, partnering with Business Services and executive leadership to prioritize high-impact initiatives.

• Drives the PeopleSoft Update Manager (PUM) strategy, evaluating and selecting new features (e.g., Fluid UI, Workcenters) that align with long-term fiscal goals. Identifying opportunities for modernization, this role ensures the continuous evolution of our financial technology to support organizational efficiency.

30% - Functional Solution Design & Business Process Alignment:

• Serves as the Principal Functional Architect, translating complex business requirements into scalable system configurations and optimized workflows.

• Leads fit gap analysis and solution design sessions for core modules (GL, AP, AR, Asset Management, Budgeting), recommending changes that automate manual processes and strengthen reporting.

• Collaborates with finance stakeholders to ensure all designs meet compliance, auditability, and operational standards.

15% - Project Delivery, Testing & Change Management:

• Oversees the end-to-end functional lifecycle of system enhancements, from requirements gathering through User Acceptance Testing (UAT) to production deployment.

• Partners with technical teams to ensure functional designs are feasible and performant.

• Champions user adoption, defining training strategies and communication plans to ensure stakeholders are prepared for system changes and new capabilities.

15% - Vendor Partner Management & Quality Assurance:

• Manages relationships with external service providers, ensuring deliverables meet Service Level Agreements (SLAs), quality standards, and timelines.

• Serves as the primary escalation point for complex functional issues requiring vendor support.

• Reviews and approves external functional specifications and test plans to verify alignment with MCCCD's business rules and architectural standards.

10% - Documentation & Knowledge Management:

• Develops and maintains comprehensive functional documentation, including business process maps, configuration guides, and decision logs.

• Establishes knowledge-sharing practices to ensure system sustainability and operational continuity.

• Performs other duties as assigned to support the mission of the Information Technology Services (ITS) division.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in any field with seven years (7) of system and application administration experience in an area directly related to the assignment.

An equivalent combination of the conferred degree, education, certification, and directly related work experience as described above, sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

• Experience with Oracle PeopleSoft Financials Management System (FMS).

• Experience with Oracle Enterprise Performance Management (EPM).

• Experience leading financial projects.

• Experience managing applications in cloud-based, hosted, or shared service enterprise environments.

• Experience in planning and managing PeopleSoft Update Manager (PUM) and PeopleTools Upgrades, including review of release notes, testing planning.

• Experience developing and managing internal and external performance metrics/SLAs (Service Level Agreements).

Special Working Conditions

There is a mandatory minimum in-office expectation, currently two (2) days onsite, in which the District reserves the right to update at any time.

The selected candidate will need to reside in the Phoenix area or relocate within six months of hire.

This role may involve after hours work and non-regular business hours.

May be required to sit for a prolonged period of time; viewing a computer monitor.

May be required to present in large meetings and sponsored events.
