Job Description:

Summary of Function

The Director of Transportation serves as Flagstaff Unified School Districts leader for all district transportation services, providing strategic direction and operational oversight to ensure safe, efficient, and compliant student transportation across the district. The Director is responsible for long range planning, fleet management, routing systems, regulatory compliance, fiscal oversight, and personnel leadership across multiple transportation facilities. This position ensures transportation operations align with district priorities, student needs, and applicable federal and state regulations. Through strong leadership, data informed decision making, and cross departmental collaboration, the Director of Transportation advances operational excellence, risk mitigation, and continuous improvement in support of the district’s strategic goals, and vision.

Qualifications

Qualifications include:

  • Bachelor’s degree in Transportation Management, Business Management, Logistics, or related field - required
  • Minimum five (5) years of experience in commercial or public school transportation management - required
  • Valid Arizona Department of Public Safety IVP Fingerprint Clearance Card 
  • Must possess a valid Arizona Driver’s License and CDL within 30 days of hire. 
  • Minimum of three (3) years of progressive leadership experience - required

Duties and responsibilities

  1. Provides leadership to the Transportation department, including routing, dispatch, scheduling, fleet management, shop management, and daily service delivery.
  2. Lead strategic planning and continuous improvement initiatives to enhance safety, operational efficiency, and service reliability across multiple transportation sites.  Includes overseeing fleet management initiatives aligned to the District’s Climate Action Plan.
  3. Ensures full compliance with all federal, state, and district regulations, including Federal Motor Carrier Safety Compliance Administration (FMCSA), Arizona Department of Public Safety, Arizona Department of Transportation (ADOT), Motor Vehicle Division (MVD), and Department of Public Service requirements.
  4. Oversees all aspects of the  fleet lifecycle management, including vehicle acquisition planning, equipment standards, fuel systems, maintenance coordination, and submission of required state vehicle inventory reports.
  5. Direct emergency preparedness and response efforts related to transportation, including accident investigations, contingency planning, and coordination with district safety and external agencies.
  6. Supervise and develop transportation leadership and staff, including recruitment, retention, evaluation, and performance management across geographically dispersed staff.
  7. Foster a high performing, safety centered team culture grounded in accountability, collaboration, and professional growth.
  8. Develop and manage the department budget; monitor expenditures; coordinate procurement activities; and ensure fiscal stewardship of transportation resources.
  9. Lead student count and mileage reporting, including submission of required 110 day reports and other compliance documentation to the Arizona Department of Education.
  10. Ensure transportation services meet the needs of Special Education students, McKinney-Vento students, Foster Care students, and other specialized populations in compliance with applicable laws and district policies.
  11. Serve as primary liaison with city, state, and regulatory agencies regarding traffic safety, vehicle compliance, and infrastructure considerations.
  12. Collaborate with the City of Flagstaff  regarding street construction, traffic flow adjustments, and long-term route planning.
  13. Oversee the implementation and effective use of routing software and transportation technology systems to support data informed operational decisions.
  14. Act as a partner to district leadership, school administrators, families, and community stakeholders to ensure responsive, transparent, and high-quality transportation services.
  15. Performs road checks during periods of inclement weather. 
  16. Participates in meetings, as assigned, for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out the initiatives of the District. 
  17. Prepares a wide variety of documents and written or electronic materials for the purpose of documenting activities and issues, conveying information, meeting compliance requirements, and/or providing supportive materials.
  18. Performs all other duties assigned.

Working conditions

Indoor and outdoor environment.  Manages all job duties with the mobility, agility, dexterity, and focused observation it takes to meet standards of performance.  Moderate environmental conditions and noise levels.  Prolonged periods of sitting.  Must be able to handle stressful situations calmly and with consideration of other persons.

Physical requirements

Work involves the performance of duties where physical exertion and movement is required to perform aspects of the job.  Assistance is available as required to perform physically demanding tasks.  Work involves sitting and moving for extended periods of time, requires moving from one location to another, reaching, bending, holding and grasping objects.  Verbal communication ability required.

Equipment, Aids, Tools and Materials

Uses office equipment which includes but is not limited to: computers, video projectors, white boards, and office or instructional equipment.   FUSD recognizes that ever changing development of technology but expects all staff to keep abreast of changing technology opportunities and use tools and devices provided to them.  Uses vehicle transportation which includes but is not limited to: buses, vans, trucks and other motor vehicles.
