QUALIFICATION GUIDE
Knowledge of:
- Principles and practices of accounting, payroll, budgeting and financial management.
- Auditing and fixed asset control procedures.
- Principles and practices of management, administration, supervision and training.
- Financial and budget analysis and research procedures.
- Legal and procedural requirements in public school district financial work including
- Automated computer systems, databases for business applications.
Ability to:
- Manage accounting, payroll and budgeting functions.
- Prepare clear and concise financial/budget reports and statements.
- Perform complex financial analysis and research.
- Manage, supervise and train employees in accounting, budgeting and payroll operations.
- Establish and maintain cooperative and effective working relationships with those contacted in the course of assigned duties.
- Communicate effectively in written and oral form.
Experience:
Four years of increasingly responsible professional accounting experience, including two years of administrative management and supervisory experience.
Education:
Bachelor's degree from an accredited college or university with major course work in business, finance, accounting or closely related field or any combination of professional training or experience equivalent to four years in financial analysis, or in fields directly related to position requirements.
REPORTS TO: Superintendent
SUPERVISES: All administrators and staff employees assigned to the Business Services Department including: Finance, Purchasing, Payroll, Accounts Payable, Property Control, Transportation, Maintenance, Warehouse, Student Information/Enrollment and Child Nutrition Services.
JOB GOAL: To administer all aspects of the business office and support services of the district in such a way as to provide the best possible educational services with the financial resources available.
ESSENTIAL FUNCTIONS/PERFORMANCE RESPONSIBILITIES:
- Supervises the financial affairs of the District, including the accounting and reporting of all funds in accordance with the Uniform System of Financial Records (USFR).
- Plan, organize and direct the work of the business services department including accounting, budgeting, purchasing, payroll functions, maintenance, transportation, warehouse, and property control.
- Recommends budget preparation, determines budget limits, monitors budget balances and available cash on a monthly basis.
- Works with administrators, teachers, and other personnel in planning for the school plant needs, acquiring school sites, supervising new construction and managing school property according to the educational standards and needs of the district.
- Completes all required forms, applications and evaluations as required by the School Facilities Board.
- Works with architects, attorneys and financial advisors to affect suitable financing; with bidders to secure economical contracts; and with contractors to provide satisfactory building facilities.
- Prepares reports to the proper staff officials concerning the status of their budgetary accounts and to guard against over expenditures of their budgets.
- Serves as a custodian for and maintains adequate records for the District including: (1) Revolving Fund, (2) District No. 17 General Funds, (3) Cafeteria Fund, and (4) Student Activity Fund.
- Maintains financial accounts, business and general fixed asset records as required by Statute, State Board Policies and the USFR.
- Supervises the maintenance of records and the submission of claims for the National School Lunch, Summer Food Service and CACFP (Supper) Programs.
- Manages the District’s real estate and liability insurance program.
- Responsible for all District purchases in accordance with the State Procurement Code and Governing Board Policies.
- Arranges for the internal auditing of school accounts and assists external auditors and monitors as needed.
- Assists in recruiting, screening and hiring of Business Office personnel. Evaluates personnel that report to this position in accordance with Governing Board Policy.
- Supervises the preparation of time sheets, payroll reports, tax reports and other federal and state payroll related information.
- Supervises the maintenance of an inventory of school property as required in the USFR.
- Prepares financial reports as required by state and federal agencies having jurisdiction over public school funds.
- Completes applications and submits forms for eRate funding.
- Acts as advisor to the Superintendent on the school budget and all other business and financial questions.
- Submits a quarterly statement to the Governing Board detailing the financial status of the District.
- Supervises accounts payable and all other accounting operations.
- Approves all vouchers authorizing and expenditures of District funds.
- Reviews and approves all journal entries.
- Prepares State reports necessary to ensure accurate ADM and ADA
- Upon request, attends meetings related to employee salaries and benefits.
- Coordinates all District Elections with the County School Office for Bond and Override Elections that are called by the Governing Board.
- Supervises the maintenance of the Extracurricular Tax Credit Accounting.
- Supervises and evaluates the District’s supporting services through the Director of Facilities, Transportation, Child Nutrition Services and Business Office personnel.
- Maintains records for Use of Facilities
- Evaluates Intergovernmental Agreements (IGA) and Memorandums of Understanding (MOU).
- Co-Signatory of all contracts, service agreements and lease agreements for the District.
- Other duties as requested by the Superintendent.

TERMS OF EMPLOYMENT:
Twelve months Exempt employee on the Administrative Salary Schedule.
EVALUATION:
Performance of this job will be evaluated annually in accordance with provisions of the Governing Board’s Policy on evaluation and administrative personnel.
