Job Summary

The Fiscal Director (Controller) within the Institutional Development department at Maricopa Community Colleges oversees all financial operations of the Foundation, including accounts payable/receivable, grants accounting, scholarships, and general accounting.

This opportunity as a Fiscal Director (Controller) manages audits, tax filings (IRS 990 and 1099s), budgets, investments, and endowments, while providing financial reports to the Board of Directors, while working closely with all ten Maricopa Community Colleges and their development, cashier, and financial aid offices to ensure fiscal integrity, compliance, and effective stewardship of Foundation resources.

The Fiscal Director (Controller) plays a key role in advancing the Foundation's mission by safeguarding assets, supporting fundraising and program initiatives, and providing clear, accurate financial information to leadership and stakeholders.

Essential Functions

25% - Oversee treasury functions including cash flow, liquidity planning, debt management, and investment strategies while ensuring sound stewardship of financial assets to support institutional priorities and maintain fiscal stability:

• Direct and administer the Foundation's financial management and reporting, including the development of long- and short-term financial plans and projections

• Prepare and manage the budget through annual planning and monthly review; monitor scholarship and grant activity and related expenses

• Review and approve contracts, grant agreements, and exceptions; exercise approval authority on funds management

25% - Plan, organize, and create work assignments:

• Supervise, hire, and train fiscal staff

• Coordinates deadlines, prioritize work demands, and monitor work performed

• Develops fiscal procedures and provide training on accounting processes, cash handling, Financial Edge software, grants, scholarships, and other fiscal tasks as needed

• Identifies, designs, and implements process improvements that enhance accuracy, efficiency, and compliance within financial operations

• Establishes performance metrics and drive continuous improvement

• Leads change initiatives by guiding teams through transitions in policies, systems, and practices

• Ensures effective communication, training, and stakeholder engagement to build alignment and minimize disruption

20% - Create, review, and post journal entries in Financial Edge:

• Oversees bank reconciliations

• Monitors and approves accounts payable, invoices, scholarship disbursements, and Tango Card transfers

• Manage investments and stock gifts, including the setup of new annuities and payouts

15% - Manage and organize the MCCF annual audit, as well as city or federal audits as required:

• Coordinate preparation and submission of the MCCF Form 990 and IRS 1099 filings

10% - Coordinate the MCCF Board Finance Committee:

• Attends Executive Committee and Board of Directors meetings

• Prepare and present financial, scholarship, and emergency fund reports

• Collaborate with the COO and CEO to build and monitor annual goals, strategic plan activities, and milestones

5% - Evaluate and maintain fiscal integrity and ensure compliance with policies, regulations, and laws:

• Oversee the design, testing, and implementation of financial controls and procedures

• Other duties as assigned

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting, business or public administration, economics or directly related field and seven (7) years of progressively responsible professional experience in public finance, accounting, banking, financial analysis or closely related experience that includes planning, directing and administering comprehensive programs and fiscal services which includes two (2) years of management and supervisory experience.

An equivalent combination of the conferred degree and directly related full-time work experience, as described above, sufficient to successfully perform the essential duties of the job, such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

• Experience as a Fiscal Manager working in higher education or a non-profit organization.

• Experience performing fund or project cost accounting and reconciliation of multiple accounts.

• Experience coordinating fiscal audits and IRS 990s.

• Experience using Blackbaud software, such as Financial Edge, Raiser's Edge, or similar enterprise systems

• CPA or CMA Certifications or Master's in Accounting/Finance

Special Working Conditions

May be required to travel to one or all of the ten Maricopa Community Colleges to assist or train staff.

Possession of a valid State of Arizona Class D driver's license is required; must meet minimum standards regarding driving: http://business.maricopa.edu/risk-management/motor-vehicle-usage/motor-vehicle-driving-requirements.

May be required to work some evening and weekend hours.

May be required to sit for a prolonged period of time; viewing a computer monitor
