Antelope Union High School District #50 Business Manager Job Description

Position Summary

 

The Business Manager is a key member of the superintendent’s leadership team, responsible for strategically overseeing and aligning all non-instructional operations of the school district to support student achievement and district goals in conjunction with the superintendent’s vision and district strategic plan. This position serves as the district’s chief business and finance officer, providing visionary leadership and operational excellence across finance, human resources, technology, facilities, procurement, and transportation.

 

Key Responsibilities

 

Strategic Leadership & Operational Oversight

 

·         Leads a district-wide strategy for operational excellence aligned with the district’s Strategic Plan.

·         Collaborates with superintendent to ensure seamless coordination and synergy between instructional goals and operational functions.

·         Serves as a senior advisor to the Superintendent and Governing Board, attending all Board meetings and contributing to policy and strategic decision-making.

·         Coordinates cross-departmental initiatives to improve service delivery, efficiency, and accountability.

 

Financial Management & Budgeting

 

·         Oversees the development, implementation, and administration of the district's annual operating and capital budgets.

·         Advises the superintendent on all questions relating to the business and financial affairs of the district.

·         Ensures fiscal integrity and compliance with federal, state, and local regulations.

·         Monitors financial performance through data-driven analysis, forecasting, and reporting.

·         Oversees financial services, including accounting, payroll, purchasing, grants, and risk management.

·         Lead efforts to secure alternative funding sources, including grants and strategic partnerships.

·         Responsible for the budgetary control, financial reporting, bookkeeping, and other duties of the district.

·         Oversees the District's overall budget, including arranging for and supervising preparation, publication, and distribution of budget as approved by the superintendent and the Governing Board.

·         Work with external auditors to arrange for the annual audit of financial information, including fixed assets and bank reconciliations. 

·         Monitors all purchase requisitions to determine accuracy of information, price extensions, and coding information, based upon available budget or cash balances.

·         Prepare all bid documents, including notices to bidders, specifications, and forms.

·         Reviews and approves invoices for payment submitted by suppliers, vendors, contractors, and utility companies.

·         Review and approve all payrolls before processing.

·         Assists in the management of the district's insurance through the Trust and the Alliance.

·         Coordinates, processes, and controls use of budgeted and cash funds as approved by the Governing Board.

·         Collaborate with the School Facilities Division (SFD) to assist with all capital projects, track building repairs through the BRG portal, and collect/maintain necessary documentation for project funding and approval at the direction of the superintendent.

·         Communicates as directed by the superintendent with the Department of Education, Yuma County School Superintendent's office, taxpayers, and other parties concerned with school district financial affairs.

·         Review and approve all purchase orders, payroll, and payment vouchers.

·         Supervises data processing operations in the best interests of the District and maintains computerized accounting operations in accordance with generally accepted accounting principles (GAAP).

·         Assists staff training on hardware and software applications as related to District financial data processing operations.

Human Capital & Talent Management

 

·         Ensures legal compliance with employment laws, contracts, and board policies.

·         Maintain payroll information by collating, calculating, and entering data.

·         Updating payroll records by entering any changes to employee information or benefits such as job title changes, exemptions, and saving deductions.

·         Preparing reports that include summaries of earnings, tax deductions, leave, compassionate leave, and non-taxable wages.

·         Calculating payroll liabilities by determining employee taxes, including federal and state income and social security tax, and calculating employer’s payments for social security, unemployment, and worker’s compensation.

·         Resolving payroll discrepancies and answering any employee payroll queries.

·         Maintain all payroll operations according to company policies and procedures.

·         Processing and issuing W-2 forms to employees.

Compliance, Governance, & Community Engagement

 

·         Maintains compliance with the Uniform System of Financial Records (USFR), Arizona Revised Statutes Title 15, and other state/federal mandates.

·         Oversee audits and regulatory reporting, ensuring timely submission of financial and operational documentation.

·         Contracts for the annual audit of accounts and is responsible for the accuracy of data and the completeness of the data uploaded to ADE School Finance.

·         Implement within the school district the Uniform System of Financial Records (USFR) prescribed by the Arizona Auditor General and the State Board of Education, ensuring the district is in compliance.

·         Obtains information, data, and computer application/reporting forms that are necessary to fulfill the requirements of Arizona Revised Statutes Title 15. 

·         Assists in the development & completion of federal and state application/reporting forms, including Federal & State grants, CTE program reporting, and National School Lunch Program (NSLP) reporting.

 

Required Qualifications

 

·         Bachelor’s degree in Business Administration, Finance, Accounting, or a related field (Master’s degree preferred).

·         At least five years of senior leadership experience in school district operations, finance, or business management.

·         Demonstrated expertise in public sector finance, budgeting, HR, procurement, and facilities management.

·         Strong understanding of compliance standards, school funding models, and strategic resource allocation.

·         Exceptional leadership, analytical, interpersonal, and communication skills.

·         Proficiency with financial management systems, including Tyler Technologies ERP Pro Software (Visions) and Microsoft Office Suite.

·         US Citizenship, permanent residency, or a valid work visa is required.

Preferred Qualifications

 

·         Experience with Arizona school finance regulations, USFR, federal finance regulations, and Title 15.

·         Familiarity with federal compliance (e.g., 2 CFR 200), audit processes, and grants management.

·         Background in implementing digital transformation or process improvement initiatives.

·         Valid Arizona Commercial Driver’s License (CDL) with Bus Endorsement.

 

Additional Requirements

 

·         Must possess and maintain a valid Arizona Driver’s License.

·         Ability to pass a fingerprint and background check.

·         Must possess a valid Level One Fingerprint Clearance Card issued by the Arizona Department of Public Safety (AZDPS).

·         Willingness to work outside standard business hours as needed.

·         Accepts other duties as assigned.

Work Environment & Benefits

 

·         Full-time, exempt, 12-month position, 247 working days per year, not including holidays.

·         15 paid holidays per year.

·         Annual Salary: $60,000 to $80,000 depending on experience and qualifications
