Job Description:

EXECUTIVE DIRECTOR OF BUSINESS SERVICES

GENERAL STATEMENT OF RESPONSIBILITIES:
Responsible for providing leadership in managing and controlling business and fiscal operations for the
District and for the effective utilization of available resources to support District operations.The Executive
Director of Business Services shall develop, recommend and administer approved programs for receipts,
custody, disbursement of funds, payroll and debt services. Is responsible for the development and
implementation of accounting, internal auditing and budgetary control procedures for the District. This
position coordinates with other departments to ensure available business services and supports, and to
provide assistance in meeting district, state, and federal accountability requirements through innovative
approaches and models. Provides professional learning and applicable training to staff members in
collaboration with other members of the leadership team.

RESPONSIBILITIES AND DUTIES:
1. Manage and promote the Business Services department to ensure alignment with District goals
and community needs
2. Assumes responsibility for budget development and long-range financial planning. Administers a
budget control system for the District
3. Manage the annual expenditure budget working collaboratively with the Administrative Team in
the total budgeting process and in alignment to District mission, vision and strategic plan
4. Monitor student growth projections to provide recommendations for staffing in conjunction with
budget capacity
5. Provide ongoing financial reporting per auditor general guidelines and requirements
6. Develop and maintain growth-related fiscal transactions including but not limited to School
Facilities Board, new construction projects, bond projects and Building Renewal Fund projects
7. Coordinate all aspects of District capital budgeting and expenditures including working with the
Administrative Team to develop and implement departmental capital budgets
8. Maintain budget and expenditure reports for Classroom Site Fund (Prop 301) and Instructional
Improvement Fund
9. Maintain understanding of federal, state and privately sponsored regulations, projects and
programs pertaining to District’s financial practices
10. Oversee District bond elections and follow through with effective fiscal planning and timely bond
issuances
11. Oversee all District override elections
12. Conduct an annual program analysis and report on needs, activities and effectiveness of
supervised departments
13. Responsible for keeping the district in compliance with all local, state and federal laws that govern
fiscal services
14. Compile fiscal reports for the Administrative Team and Governing Board as needed
15. Assist the Administrative Team to assure that all stakeholders are informed regarding Business
Services procedures, protocols and programs
16. Work productively as a team member with the Administrative Team, the teaching staff, classified
staff and site-based teams.
17. Plan and conduct meetings, in-services and training for staff and community as needed
18. Attend meetings, district activities and training as assigned
19. Maintain open communication with students, parents, staff and community
20. Continue personal and professional development through involvement in professional
organizations and by attending professional conferences and participation with ASBO
21. Produce high quality communiqués
22. Represent the District in a professional manner, and in the best interests of the District
23. Perform additional duties and accept other responsibilities as may be assigned by the
Superintendent.

MINIMUM QUALIFICATIONS & EXPERIENCE:
1. Master’s Degree in related field; CPA (preferred)
2. Three years successful experience as a member of Business Services at the district level (5
years preferred)
3. In-depth knowledge of generally accepted accounting principles and procedures, Arizona Uniform
System of Financial Records, accounting systems, budgeting, insurance programs, inventories,
grants management, procurement and purchasing
4. Advanced understanding and demonstrated ability to use IVisions/Visions program
5. Demonstrated leadership in data-driven decision-making

OTHER REQUIREMENTS:
1. Knowledge and experience of Business Services and operations of school districts
2. Knowledge and experience in managing accounting programs
3. Experience with designing/facilitating Business Services related training opportunities
4. Demonstrated ability to work collaboratively with an emphasis on effective communication
5. Ability to prioritize and manage multiple tasks simultaneously
6. Demonstrated leadership qualities in department related professional development, and effective
management of personnel
7. Willingness to work as a team to support all stakeholders to ensure student academic
achievement

PHYSICAL AND WORK ENVIRONMENT:
The employee regularly works indoors. The noise level in the work environment is usually moderate. The
