POSITION:     Director of Talent Development and Retention

REPORTS TO: Assistant Superintendent of Human Resources

CLASSIFICATION:  Exempt, Administrative Compensation Plan Level C 12-Month Work Calendar

GENERAL STATEMENT OF RESPONSIBILITIES:  The Director of Talent Development and Retention plays a critical role in workforce design, development, and retention through traditional and nontraditional teacher preparation pathways and certification programs. The goal of this position is to create systems that develop individuals’ self-efficacy and contribute to the collective efficacy of the organization through professional learning and high expectations for student achievement and staff performance.  With a priority on developing and retaining diversified staff who thrive in learner-centered school environments, this position requires a strategic approach to talent identification and on-boarding through professional specialization and advancement.  The Director of Talent Development and Retention understands and demonstrates the knowledge of the skill necessary to meet the needs of diverse students.

PRINCIPAL DUTIES: 

  • Research and implement retention programs and initiatives to address identified areas of concern and promote a positive work environment, including recognition programs, mentorship programs, and career development opportunities.

  • Develop and implement comprehensive talent growth initiatives accessing traditional and nontraditional certification pathways and degree programs in collaboration with colleges, universities and other entities.  

  • Collaborate with all district directors and school leaders to analyze various forms of data, including employee evaluation systems and metrics, in order to support school improvement and professional growth and development needs across the organization.

  • Provide leadership development opportunities for administrators and supervisors to support high expectations for student, teacher and administrative performance, effective management practices, and promote employee engagement and retention within their teams.

  • Implement mechanisms for gathering employee feedback and assessing factors contributing to employee engagement and retention, such as compensation, benefits, work-life balance, professional development, and workplace culture.

  • Utilize data analytics to track recruitment metrics, employee turnover rates, and other key performance indicators, providing regular reports and insights to inform talent development retention strategies and decision-making.

  • Ensure compliance with relevant employment laws, regulations, and district policies, while also promoting diversity, equity, and inclusion in recruitment and retention efforts.

  • Monitor and evaluate talent growth and development services for the purpose of ensuring that performance outcomes are achieved within budget, and meet department and District objectives.

  • Serve as a liaison and have active involvement with professionals at the state, local, national and regional levels.

  • Attend Board meetings and other special meetings upon request of the Superintendent and serve as a contributing member of the Human Resources and Academic Services team and assigned committees. 

  • Design, administer, and evaluate programs including activities such as establishing priorities and implementing strategies to improve HR systems, department functions as well as other District-wide support operations.

  • Consult with legal counsel regarding federal and state requirements, and make decisions based on interpretations of Federal mandates and case law, which have significant fiscal implications for the District.

  • Oversee employee relation strategies.

  • Facilitate and/or participate in the Meet and Confer process with all three employee groups

  • Develop, monitor, supervise and manage all aspects of the annual budgets for human resource services;

  • Monitor compliance with Governing Board Policies and Regulations, recommend Board policies related to the areas of responsibility, and work with the School Board attorneys to develop required policy changes.

  • Ensure the licensing and certification requirements of all staff are met according to state/federal standards and all professional licensed staff maintain appropriate license and/or endorsement.

  • Delegate assignments as appropriate and evaluate the work performance of HR staff.

  • Perform other duties as assigned.



MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Human Resources, Education, or related field; Master's degree in Education Administration preferred

  • Previous experience in school or district administration, talent acquisition, recruitment, or human resources management, preferably within the education sector or a similar field.

  • Excellent communication and interpersonal skills, with the ability to build relationships with diverse stakeholders and effectively engage candidates and employees.

  • Strategic thinking and problem-solving abilities, with a focus on data-driven decision-making and continuous improvement.

KNOWLEDGE AND SKILLS REQUIRED:

  • Knowledge of hiring processes, recruiting techniques and employment law.

  • Knowledge of health insurance, benefits and other human resources policies and practices.

  • Knowledge of office procedures and filing techniques.

  • Knowledge of office equipment and computer hardware and software applications.

  • Skill in communicating orally and in writing.

  • Skill in creating written reports and charts.
