GENERAL STATEMENT OF RESPONSIBILITIES: 

Responsible for performing human resources related duties on a professional level and work closely with other members of the Human Resource and Payroll teams.  This position carries out responsibilities among all of the human resources related service systems:  recruiting, onboarding, benefits administration, policy implementation, training and professional development, employee relations, district volunteers, affirmative action and employment law compliance.

RESPONSIBILITIES AND DUTIES:

  1. Manage and promote the Human Resources Department to ensure alignment with district goals and community needs.
  2. Assist in the development and implementation of department goals, objectives, personnel policies, and procedures including employee handbooks.
  3. Administer various human resource plans and procedures for all school district personnel. 
  4. Maintain compliance with federal and state regulations concerning employment. 
  5. Perform routine tasks required to administer and execute human resource programs for staff in areas of responsibility, including but not limited to:  recruiting, compensation, benefits and leave, employee relations, disciplinary matters, disputes and investigations, exit interviewing, performance and talent management, training and professional development.
  6. Assist in compliance with NCLB Highly Qualified requirements (certification, content area certification, paraprofessional certification, fingerprints, paperwork, etc.) 
  7. Assist with requests for certification through Arizona Department of Education; prepare letters, completion of forms and follow-up. Preparation of letters to Arizona Department of Education to facilitate and speed up the process for issuance of numerous certificates for our certified employees.
  8. Maintain and manage Workers Compensation claims and OSHA requirements for area of responsibility. 
  9. Support the set up and ongoing management of an effective and efficient HR administrative infrastructure, including contracts of employment, work agreements, policies and procedures, while also taking responsibility for HR records and reports.
  10. Provide end to end recruitment services including identifying /responding to recruitment needs, interviewing and selecting high quality candidates, managing recruitment administration and the recruitment database, and supporting the ongoing development of the recruitment process.
  11. Assist in creating position descriptions, posting of vacancies, screening of applicants to verify minimum qualifications, conducting proficiency testing of applicants, handling pre-placement processing, verifying employment, checking references and other duties related to the hiring process.
  12. Assist with new employee orientations including information regarding sexual harassment, child abuse reporting, rights and responsibilities of employees, federal and state employment laws, and other issues as required by law or by the District.
  13. Responsible to administer all benefit programs in compliance with federal, state, and local regulations and established District policies.  
  14. Assist Senior HR Generalist and Assistant Superintendent of Support Services in developing changes to existing benefit plans and/or developing new benefit plans.
  15. Properly and timely enter new employee information, Personnel Action Requests (PAR’s) and routine employee changes into an employee database system and forward to payroll as needed.
  16. Responsible for human resources needs for assigned auxiliary departments, such as Transportation, Maintenance, LEAP, Food Service, Substitutes, and Volunteers.  
  17. Represent the district and the Human Resource Department in a professional manner, and in the best interests of the district.
  18. Maintain the confidentiality of all information related to Human Resources.
  19. Perform additional duties and accept other responsibilities as may be assigned by the Senior HR Generalist and/or Assistant Superintendent of Support Services.

MINIMUM QUALIFICATIONS & EXPERIENCE:

  • A minimum of three (3) years of successful human resource experience
  • Bachelor’s degree in Human Resources or related field preferred
  • HR professional designation (SHRM, IPMA) or the ability to receive designation within one year of moving into the role
  • Current knowledge of applicable Federal, State, and local employment legislation

  5. Such alternatives to the above qualifications as the Board may find appropriate and acceptable

Appropriate placement on the Exempt Support Staff Salary Schedule

TERMS OF EMPLOYMENT:

  • Exempt Status
  • 12 months (256 days)
  • 4 day work week/Monday-Thursday
  • Sick/Personal & Vacation Leave
  • Benefits per Board Policy
  • Participation in Arizona State Retirement System (ASRS)
