Job Summary:

 

  • This position evaluates and monitors state-authorized adult education providers for compliance with Title II: Workforce Innovations and Opportunity Act (WIOA), ARS 15-232, the Arizona Adult Education grant contract, and relevant state and Federal rules and regulations.

·       The Data Specialist is responsible for all phases of data collection, analysis, and reporting including management of the Adult Education Data Management System (AAEDMS); developing and facilitating data-related training and technical assistance; and preparing reports for state and federal reporting.

·       Occasional in-state and rare out-of-state travel is required for this position.

 

The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs).  Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.

 

Job Duties:

 

  • Collects, analyzes, validates, and interprets, quantitative and qualitative data
  • Prepares and develops a variety of reports for both internal and public use, including state and federal reports, and adult education program reporting
  • Analyzes state-level data, for statewide system and local program improvement and compliance with WIOA and ARS 215-232. Creates data projections for internal and external planning
  • Completes Adult Education data requests received from Data Governance
  • Gathers and presents data upon request by ADE or AES staff
  • Ensures data governance protocol is maintained
  • Responsible for day-to-day management of the Arizona Adult Education Data Management System (AAEDMS), including communicating with system vendor and acting as liaison between local programs and vendor
  • Responsible for regularly auditing the data system and data sets to ensure data integrity and accuracy
  • Provides technical assistance and develops and facilitates synchronous and asynchronous training to internal and local program staff to include the Data Management System, data quality for both reporting and program improvement, and federal and state reporting
  • Facilitates data matches with other entities as required by WIOA for performance outcome data

 

Knowledge, Skills & Abilities (KSAs):

 

Knowledge in:

  • Understanding of applicable laws, rules, and regulations, including the Workforce Innovation and Opportunity Act (WIOA), Family Educational Rights and Privacy Act (FERPA), and ARS-15-232
  • Adult Education delivery systems and operational factors unique to diverse local providers of Adult Education
  • Statistical analysis procedures
  • Procedures to ensure data security and privacy
  • A Bachelor’s degree in Education or a related field, or equivalent experience to substitute for the degree, is required
  • A current Arizona Adult Education Teacher Certificate, or the ability to acquire one within 60 days of hire is required

Selective Preferences:

 

Preference will be given to those applicants with:

  • A Master's degree in education, data science or management
  • Extensive experience in data analysis, data displays, and visualization
  • Experience in adult education under WIOA Title II

Retirement:

 

You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
